Stated Reason for Appeal (if given): i never used the service i turned in my cart as i directed then they delivered 2 large tubs i only wanted one small tub then i called and got no where with the city or the garage service they just kept saying i own a duplex and have to have 2 large tubs i said i live here alone and requested one small tub etc etc long story short i never used your 2 large tubs then jan 1 i called again the garage serive and now all of a sudden they came and picked up the 2 large tubs i never used from oct to jan and brought me the one small tub that i had always wanted since last summer when this whole mess started
Staff Comments: This property is registered as a two-family dwelling according to Ramsey County property tax records. The City did not receive a cart size selection from the property owner, so each of the units was assigned a 64-gallon Medium cart. The City provided clear instruction to property owners that every residential unit needed to have its own garbage cart. Waste Management should not have removed the second cart at this property, since all residential properties with 1-4 units are required to have a garbage cart and receive garbage service for each dwelling unit. The City will provide an Unoccupied Dwelling Registration Form for the property owner to fill out to place the second unit on a vacancy hold moving forward. Because there was no notice of a vacancy hold prior to this, the property received service for 2 64-gallon Medium carts from October through December 2018 and the property owner is responsible for this delinquent charge.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Trash Hauling during Collection of Delinquent Garbage Bills for services during October to December 2018. (File No. CG1901B2, Assessment No. 190058) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $194.66 to $94.83 and payable in one installment.
