Title

Approving installation of interim Capital City Bikeway facilities on 10th Street between Dorothy Day Place and Jackson Street, and 9th Street between Jackson Street and Broadway Street.

 

Body

WHEREAS, the City of Saint Paul Department of Public Works is planning a mill and overlay of 10th Street between Dorothy Day Place and Jackson Street in 2020, and completed a mill and overlay of 9th Street between Jackson Street and Broadway Street in 2019 without replacement of permanent pavement markings; and

 

WHEREAS, Public Works is proposing to implement an interim two-way protected bikeway on 10th Street between Dorothy Day Place and Jackson Street, and bicycle lanes on 9th Street between Jackson Street and Broadway Street to improve safety and comfort for all users of the street; and

 

WHEREAS, the Council of the City of Saint Paul approved the Capital City Bikeway Network Study and Design Guide and adopted it into the Saint Paul Bicycle Plan on July 19, 2017 (RES 17-150); and

 

WHEREAS, the elements proposed for implementation are referred to and listed in the 9th Street/10th Street Corridor Summary of Engineering Recommendations dated April 22, 2020; and

 

WHEREAS, parking removal is proposed for both sides of 10th Street between Saint Peter Street and Cedar Street, the south side of 10th Street between Cedar Street and Jackson Street, and the south side of 9th Street between Jackson Street and Wacouta Street to install bike lanes while maintaining appropriate lane widths; and

 

WHEREAS, Public Works recommends limiting motorized traffic on 10th Street between Cedar Street and Jackson Street to one-way westbound, while still permitting bicycles to travel both eastbound and westbound within the two-way protected bikeway, which allows existing on-street parking to be retained in this segment; and

 

WHEREAS, Public Works has gathered input, presented information, and received feedback on the project as proposed through three community project meetings, online surveys, and small group meetings; and

 

WHEREAS, multiple design concepts were developed and presented to the community, and revised in response to community feedback, now therefore, be it

 

RESOLVED, that the Council of the City of Saint Paul does herby authorize Public Works to implement the above-described bicycle facilities on 10th Street between Dorothy Day Place and Jackson Street and on 9th Street between Jackson Street and Broadway Street, in coordination with the second phase of the downtown mill and overlay, scheduled for 2020, and be it

 

FURTHER RESOLVED, that 10th Street between Cedar Street and Jackson Street is designated a one-way street for motorized traffic, permitting only westbound motorized traffic, effective upon the erection of appropriate signs and traffic control devices by the Traffic Engineer.
