Stated Reason for Appeal (if given): The assessment is for service not provided - I am charged for 3 cans & use only 1 can.  This is in response to your notice of assessment  This has not been approved by our citizens.  Please reconsider this unlawful assessment.

Staff Comments: Property owner attended a legislative hearing on 7/11/19. During the hearing, the legislative hearing officer stated that if the property owner reduced the size of his carts, she would reduce the Quarter 2 2019 pending assessment to reflect the price of the smaller carts. The property owner has not contacted staff stating that he reduced the size of his carts. Staff recommends approval of the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during April to June 2019. (File No. CG1903A1, Assessment No. 190121) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
