Stated Reason for Appeal (if given): Property owner stated that they had received notice of a legislative hearing for the property at 1057 Rose Ave East. The property owner stated that they did not own this property and were unsure of why they were receiving the notice.

Staff Comments: Staff was able to confirm that there was an error in the Assessment System that matched the PID for 1039 Earl Street (#282922240029) with the property address of 1057 Rose Avenue East. Assessments Staff identified and corrected this error so that the PID for 1039 Earl is connected to that property address. Assessments staff also confirmed that they sent the property owner a revised bill for the delinquent garbage assessment from January - March 2020. After being informed of this, the property owner stated that they did not wish to further contest the assessment and would pay it in full. Therefore staff recommends approving the assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2020. (File No. CG2002D1-1, Assessment No. 200132) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
