Stated Reason for Appeal (if given): Property owner stated that they have only 1 cart but are bring charged for 2 carts.
Staff Comments: The property is listed as a two-family dwelling and therefore is required to have two carts at the property. Currently, the property is listed as having two 64-gal carts. On 06/09/2020 the property owner called Republic Services to request that the temporary service hold form be mailed directly to her. It is unknown if this was done at the time. Hauler records show that the property owner called again on 07/27/2020 and requested that 1 or the 2 64-gal carts be put on hold. Manteza at Republic Services contacted the property owner and emailed her the temporary service hold form. On 08/04/2020 the property owner sent in the form to Republic Services to place one of the two 64-gal carts on hold from 07/01/2020 - 09/01/2020. As this was done after the Quarter 3 2020 invoice was generated, the hauler provided a credit of $62.04 to cover the time period of 07/01/2020-09/01/2020 when there was only one 64-gal cart at the property. Therefore staff recommends approving the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2020. (File No. CG2004A1, Assessment No. 200163; File No. CG2004A1, Assessment No. 200169) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $186.14 to $155.11 forthcoming, pending April 15, 2021 hearing.
