Stated Reason for Appeal (if given): Resident stated that they originally received 94-gallon cart. They tried to switch the cart to a 35-gallon every other week and was told that he would have to wait until January 2019. Resident tried to contact the hauler multiple times and request the 35-gallon every other week. Hauler stated that they would deliver the smaller cart but never followed through.
Staff Comments: Hauler records confirm that on 11/23/2018 the property owner requested that the 96-gallon cart be switched out with a 64-gallon cart. There are no records of the property owner requesting a 35-gallon every other week container. Hauler did state that they wil be delivering a 35-gallon cart with every other week service. Therefore staff recommends removing the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001C3, Assessment No. 200110) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
