Comments: On or before August 16th a large limb from this oak tree fell onto 2112 and 2116 Reaney Ave. An emergency abatement (DSI) was done by Hugo's Tree Service to remove the large limb off of the homes. A later inspection in September deemed the remaining tree to be dangerous under City ordinance. The property changed ownership after orders were sent. Upon re-check, the inspector (K Mueller) learned of this from people at the house and later received an email address of the new owner. A copy of the order was sent to Mr. Vang on October 18, 2023. An email was sent to Mr. Vang on November 9, 2023 notifying that the tree is scheduled to be removed by a City contractor (Hugo's).

WHEREAS, the Office of Financial Services Assessment Section has attached to this Council File both a report of completion outlining the costs and fees associated with Tree Removal services during October to November 2023. (File No. 2404T, Assessment No. 249003) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment, noting property owner is no longer appealing.
