Amending the 2024 budget by adding the 2023 Edward Byrne Memorial Justice Assistance Grant (JAG).

WHEREAS, the City of Saint Paul, Police Department has been awarded $279,918 for the grant term through September 30, 2026 from the U.S. Department of Justice, Bureau of Justice Assistance (BJA), Edward Byrne Memorial Justice Assistance Grant (JAG) 2023 program; and
WHEREAS, this grant will be used to cover costs of overtime for SPPD personnel for community engagement and efforts to reduce serious (Part I) crimes; and
WHEREAS, a portion of this grant is budgeted for the Office of Neighborhood Safety (ONS) to deploy violence interrupters; and
WHEREAS, the City of Saint Paul, serving as the fiscal agent for this award, will share the grant funds with one disparate jurisdiction, Ramsey County, and the jurisdiction’s allocation will be used for activities and projects that will provide meaningful and measurable outcomes consistent with the goals of the grant; and
WHEREAS, this grant was accepted by the council in RES 23-1553; and
WHEREAS, a 2024 financing and spending plan needs to be established; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $279,918 in excess of those estimated in the 2024 budget and recommends the following changes; and
THEREFORE BE IT RESOLVED, that council authorizes the City of Saint Paul to approve these changes to the 2024 budget.
