Approving the application for change of ownership to the Gas Station and Tobacco Shop license now held by Rays Market & Gas LLC d/b/a Rays Market & Gas (License ID #20230002190) for the premises located at 1184 Maryland Avenue East.

WHEREAS, Rays Market & Gas LLC d/b/a Rays Market & Gas (License ID #20230002190) applied for a change of ownership to the Gas Station and Tobacco Shop license on December 6, 2023, for the premises 1184 Maryland Avenue East, in Saint Paul; and
WHEREAS, the license application notification was sent out by the Department of Safety and Inspections (DSI) on February 15, 2024, with a response date of March 1, 2024; and
WHEREAS, in response to the notification no objections or comments were received; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, the change of ownership for the Gas Station and Tobacco Shop license is hereby approved and issued to Rays Market & Gas LLC d/b/a Rays Market & Gas (License ID #20230002190) for the premises located at 1184 Maryland Avenue East, in Saint Paul with the following existing license condition but with no new license conditions:
LICENSE CONDITION #1 PER CONDITIONAL USE PERMIT (CUP) #03-351642
1. The hours of operation of the car wash are limited to no more than from 8:00 am to 8:00 pm.
ADDITIONAL LICENSE CONDITIONS #2-4
2. Access to the car wash from the alley is prohibited. The car wash can only be accessed via the drive lane (immediately south of the building and located entirely on this property). The licensee shall take appropriate actions to ensure vehicle access from the alley to the car wash does not occur.
3. Temporary window signs placed between the height of four (4) to seven (7) feet above grade shall not cover more than thirty (30) percent of this window space area and cannot block views into the clerk ...
