Title
Authorizing the Department of Public Works to accept and execute a grant agreement for a $230,000 award from the Metropolitan Council Environmental Services 2024 Private Property Inflow & Infiltration Program, and amend the 2024 Public Works spending and financing budget in the Sewer Fund (which includes an indemnification clause).
Body
WHEREAS, the Metropolitan Council Environmental Services (MCES) has identified the City of Saint Paul (City) as one of the many metro cities having excessive quantities of stormwater and groundwater, commonly referred to as inflow and infiltration (I&I), entering the public sanitary sewer system; and
WHEREAS, The Public Works Sewer Utility has identified private sanitary sewer system components requiring rehabilitation to minimize or eliminate excessive I&I; and
WHEREAS, Public Works received City Council approval to apply for funds as described in RES PH 23-1747; and
WHEREAS, the grant contains an indemnification clause and the City Council finds that there is a public purpose in providing assistance to private property owners to help with repairs that will remove and prevent inflow and infiltration water from entering the wastewater treatment system; and
WHEREAS, MCES has awarded $230,000 to the City of Saint Paul, with provisions for future distribution of available funding until the total $1,500,000 for the State of Minnesota has been expended on I&I reduction measures; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $230,000 in the Public Works Sewer Special Fund; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $230,000 is available for appropriation in the Public Works Sewer Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as spec...
