Title

Authorizing the proper City officials to enter into an amended and restated Joint Powers Agreement with Ramsey County for the administration of Emergency Solutions Grant funds.

Body

WHEREAS, the City of Saint Paul (“City”) receives Emergency Solutions Grant (“ESG”) funds from the Department of Housing and Urban Development (“HUD”); and

 

WHEREAS, Ramsey County (“County”) also receives ESG funds from HUD; and

 

WHEREAS, the City and County desire to more efficiently administer the deployment of ESG funds within the City of Saint Paul; and

 

WHEREAS, pursuant to Minn. Stat. Section 471.59, two or more governmental units may by an agreement entered into through the action of their governing bodies jointly exercise any common powers; and

 

WHEREAS, the City and County are parties to that certain Joint Powers Agreement, dated August 4, 2022 (the “Current JPA”), under which the County, as an instrumentally of the City, selects ESG subrecipients, enters into contracts with selected ESG subrecipients, and provides for the administration of the City’s ESG Award on behalf of the City; and

 

WHEREAS, the City and County desire to amend the scope of the Current JPA to allow the County to directly carry out ESG activities and for the County to be reimbursed for said activities with City ESG funds; and

 

WHEREAS, the Saint Paul City Council finds that such means is an efficient method to administer the deployment of ESG funds within the City of Saint Paul; now, therefore, be it

 

RESOLVED, by the Saint Paul City Council, that the appropriate City officials are hereby authorized to execute an Amended and Restated Joint Powers Agreement in substantially the form as attached.
