Title

Authorizing the City to enter into an agreement with the Minnesota Department of Transportation regarding Trunk Highway 3 from 11th Street East to Kellogg Boulevard East.

Body

WHEREAS, the Minnesota Department of Transportation (MnDOT) has determined that a portion of Trunk Highway 3 or Robert Street from 11th Street East to Kellogg Boulevard East (Roadway Segment) is no longer needed for trunk highway purposes; and

 

WHEREAS, the City entered into a Memorandum of Understanding with MnDOT (Contract No. 1036575), as authorized by Council Resolution 20-739, regarding the reconstruction and future turnback to the City of Saint Paul for the Roadway Segment; and

 

WHEREAS, MnDOT has determined that the Roadway Segment will revert to another road authority in accordance with Minnesota Statutes §161.16 and MnDOT has further determined that the City of Saint Paul is the proper road authority; and

 

WHEREAS, Minnesota Rules Chapter 8820, State-Aid Operations govern eligibility and requirements for adding roadways to state aid roadway systems and govern eligibility for State-Aid transportation funding included in this Agreement Municipal Turnback Account; and

 

WHEREAS, the Roadway Segment is in need of pavement repair and improvements, which will take place under the City’s proposed 2025 Robert Street Project; and

 

WHEREAS, this Agreement provides for the orderly reversion of the Roadway Segment to the jurisdiction of the City of Saint Paul; now, therefore be it

 

RESOLVED, that the Mayor and the proper City Officials are hereby authorized and directed for and on behalf of the City to enter into MnDOT Agreement No.1056008 with the State of Minnesota, a copy of which is before Council and is made a part hereof; and, be it finally

 

RESOLVED, that the Mayor and the proper City Officials are authorized to execute the Agreement and any amendments to the Agreement.
