Title

Authorizing the Police and Emergency Management Departments to accept a grant in the amount of $225,525 from the U.S. Department of Homeland Security, FEMA for the 2023 Port Security Grant Program.

Body

WHEREAS, the City of Saint Paul, on behalf of its Police and Emergency Management Departments, has been awarded the 2023 Port Security Grant Program from the U.S. Department of Homeland Security, through its Federal Emergency Management Agency (FEMA), in the amount of $300,700 which includes a $75,175 match requirement; and

 

WHEREAS, this grant provides funds to directly support the City’s maritime transportation infrastructure security activities and supports FEMA’s goal to strengthen national preparedness and resilience; and

 

WHEREAS, this investment protects and ensures continued enhancements to the cybersecurity at the Port of Saint Paul; and

 

WHEREAS, this investment provides for swift water rescue suits at the Port of Saint Paul; and

 

WHEREAS, the department was awarded $225,525 for the grant term through August 31, 2026; and

 

WHEREAS, match funding of $75,175 was approved as part of the Special Fund 2024 Adopted Budget; and

 

WHEREAS, the 2024 financing and spending plan needs to be amended and activity budget added for these funds; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are, available for appropriation, total revenues in excess of those estimated in the budget, funds of $225,525 in the Police Department Grant Fund; and

 

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $225,525 is available for appropriation in the Police Department Grant Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
