Accepting temporary easements and authorizing payment to property owners for the West Side Traffic Signal Improvement Project.

WHEREAS, the City of Saint Paul (“City”) has approved plans to install new traffic signals at the corner of Cesar Chavez, State and George Street in Saint Paul; and

 

WHEREAS, the current traffic signals will be replaced to modify signal operation to minimize confusion, adding audible pedestrian push buttons, improving pedestrian facilities and adding traffic cameras; and

 

WHEREAS, acquisition of temporary property rights is required to allow related construction to install the new traffic signals; and

 

WHEREAS, the City has secured agreements for the purchase of temporary construction easements for two separate parcels of land, as identified in Exhibit A attached hereto; and

 

WHEREAS, the City has agreed to pay just compensation for said easements, as determined by an independent appraisal and negotiated and agreed to between the City and the property owners; and

 

WHEREAS, the Real Estate Manager has recommended purchase of said easements at the agreed-upon values, as provided in Exhibit A; now, therefore be it

 

RESOLVED, that the Mayor and Council of the City of Saint Paul do hereby authorize acceptance of said temporary easements; and further authorize and direct the proper city officials to pay the property owners the agreed-upon values, said amounts to be charged to account code 1 - 40031900 - 68155 - C222C35200000 - 68155
