Title

Pertaining to Amendment of Scope of Work for Hydraulic Modeling Services with Black & Veatch.

 

 

Body

WHEREAS, on May 14, 2024, the Board of Water Commissioners of the City of Saint Paul approved Master Contract No. 4743 with Black & Veatch for professional engineering services related to utility system services and planning, including hydraulic modeling; and

 

WHEREAS, on August 20, 2024, the Board approved a Scope of Work under Master Contract No. 4743 authorizing Black & Veatch to provide hydraulic modeling services for Saint Paul Regional Water Services; and

 

WHEREAS, in the Fall of 2025, SPRWS received final deliverables completing the primary analytical components of the original scope of work, including the Cottage Avenue Standpipe decommissioning assessment, pumping operations review, Low Service pressure zone calibration, and hydraulic modeling software roadmap; and

 

WHEREAS, SPRWS has identified the need for additional hydraulic modeling services to support High Service pressure zone calibration, transmission system evaluation, capital improvement planning, grid resiliency analysis, and expanded on-call modeling support; and

 

WHEREAS, Black & Veatch has proposed a new scope of work to provide additional hydraulic modeling services under the terms and conditions of Master Contract No. 4743, as detailed in their scope of work, dated November 25, 2025; now, therefore, be it

 

RESOLVED, that the Board of Water Commissioners of the City of Saint Paul hereby authorizes the scope of work with Black & Veatch to provide additional hydraulic modeling services under Master Contract No. 4743 at a not to exceed cost of $50,000; and be it further

 

RESOLVED, that Saint Paul Regional Water Services staff are hereby authorized to execute any and all documents necessary to implement this amendment in accordance with the approved master contract.
