Authorizing use of a Project Labor Agreement (PLA) for The Heights Habitat for Humanity Phase I (District 2, Ward 6).
Body
WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (“PLA”) pursuant to Council File #09-584 for projects involving $250,000 or more of city money; and
WHEREAS, The Heights Habitat for Humanity Phase I project by Twin Cities Habit for Humanity (the “Developer”), will construct 73 units of ownership housing on Lots 1, Blocks 3 and 4, The Heights (the “Project”), which includes a total project budget over $250,000, a portion of which is financed by a Spending Plan TIF loan and pay-as-you-go tax increment financing; and
WHEREAS, Planning and Economic Development staff sent written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on January 25, 2024 and received recommendations to use a PLA on the Project from the Saint Paul Building and Construction Trades Council and one resident; and
WHEREAS, both respondents support the use of a PLA and note workforce opportunities for underserved populations and disadvantaged businesses, safety, labor and materials certainty, and project size, as reasons to recommend a PLA for the project identified herein; now, therefore, be it
RESOLVED, that the City Council of the City of Saint Paul:
1. Approves the use of a PLA on The Heights Habitat for Humanity Phase I project; and
2. Authorizes the appropriate city officials to draft and execute such documents as are necessary to implement this resolution.
