RES PH 21-62 4/21/2021 6:14 PMMelissa Wenzel For I support this resolution. This parkland is zoned industrial & infrastructure is lacking for it to be a safe, accessible, & usable park. The existing activities serve critical needs: managing the removal/storage of diseased/downed trees (city saves $), the mulch is a free energy source @ District Energy (more $ savings), soil staging area needed for water main replacements (a growing issue). True: the east side has had neg. impacts, but W7 has THE MOST parkland in the city, & we’ve seen increases of formal (accessible) parkland: Bruce Vento (27 ac), Henry Park (11 ac), Highwood Bluff (8 ac), Highwood Preserve (13 ac). Battle Creek/Mounds Park Master Plans have great ideas for + change too. A wise public servant said: “people may have a hard time with a pattern change that may provide more improved, & better long-term benefits but often reject the pattern change because it is different from what they may be used to. We must look beyond & see if the change may help in the long run.” +6 -5 5

RES 21-468 4/2/2021 3:13 PMMichael Kuchta   I am happy to see that Sections 6J and 6S recognize the transportation equity potential of electric scooters, and allow the City to require vendors to provide access to specific resident populations. At the Como Community Council, we have received requests from tenants at the Front Ave. Hi-Rise to place scooters outside. In the past, we have been told the City cannot make that a requirement. I hope the language in this contract now makes that possible -- even if this public housing property is not in an ACP50 census tract. We request that the City require Bird and/or Lime stage scooters outside 727 Front in 2021 to gauge usage and need by nearby residents. Thank you. +4 -3 3
APC 21-1 3/15/2021 4:02 PMMichael Shannon For Please do not deny this site plan. I am a St. Paul resident, and concerned citizen. If the council objects to this project on the grounds of affordability, future bike route plans, or anything else that is not related to the site plan review, then the council needs to make those requirements into law. While I am in general in support of more housing, market rate or otherwise, I am absolutely against making building even harder in this city arbitrarily. If any kind of application for building meets all requirements (which are considerable), the city has no business denying it. With regard to this project specifically, we have an empty lot, that's been empty for over a decade, in an underinvested community, in a city that is in the midst of a housing crisis. The immediate neighbors are justified in being concerned about affordability, but leaving this site empty is not going to help on that front. +5 -2 2
