RES 25-1960 12/17/2025 7:18 PMTwin Cities Housing Alliance   The Twin Cities Housing Alliance (TCHA) would like to provide information regarding the current housing market and need for public ***istance to help facilitate the redevelopment of properties to increase the housing supply. Tax Increment Financing is a critical and complex local tool utilized to meet local housing and economic development needs. The authority to utilize TIF is heavily restricted by state legislative guidelines. Not only are projects required to meet rigorous blight test, but they are also evaluated on their basis of ability to move forward without capturing the growth in taxes over a period of time. Utilizing TIF to cover financing gaps for the development of new housing is even more important in times when costs are escalating, rents do not cover costs and property values are lower than the cost to build. We applaud the City of St Paul for considering utilizing TIF to increase housing supply.
