Confirmation Number STPRAS000159684 RES 21-1179 8/22/2021 9:41 PM John Purdy Ward 2   Against $1,700,000 of resolution ARP spending total of $3,507,000 is for "River Centre Ramp", but the attached financial analysis appears incomplete by not referencing the type of spending account being proposed. Companion resolution RES 21-1234, also being discussed today, references $1,700,000 of ARP funds to be used for River Centre Ramp maintenance. Is the City's intent to use a total of $3,400,000 of ARP funds for River Centre Ramp improvements by approving both resolutions? These resolutions should be amended to state that hiring of unemployed and low income St Paul residents is a requirement, and containing budget funds sufficient to train and and keep these citizens on the job. I stand "For" if amended, "Against" if this spending goes to the low bidder without naming the above stipulation. In its present draft I stand "Against" until amended.
