I am the executive in charge of the annual European Christmas Market "ECM" that has taken place for a month of weekends from Thanksgiving until the weekend before Christmas, at the Union Depot in Saint Paul for 13 years. Over 140,000 Visitors come to our peaceful, family-oriented, free festival each year. ECM has felt the pinch of large increases in the cost of security protection services by the Saint Paul Police Department. ECM requests that you create a program to ***ist all festivals, whether a one-day event or a longer event, by not forcing festivals to compete against each other for a security dollar grant. Please provide a percentage write-off of each SPPD invoice to each approved-festival. You know exactly how much is billed by the SPPD each year to festivals, and you know how many have no entrance fees and have existed for several years. Please provide at least a 40% discount from any such invoice from the SPPD. Thank you. +1
RES PH 26-37 2/4/2026 10:22 PMAnika Bowie Against ouncil member Anika, I will consult with our St Paul Delegation because we fought to support our community festivals and this isn't right. Stay strong everyone and thank you to those in community attending to give testimony. The people are the power. Our community cultural festivals are what uplift and celebrate our history while connecting us to our neighbors and brings in tourism where our communities generate revenue for the city. In these moments we need to hold strong these events that serve as our generational institutions of cultural , diversity and pride while providing economic opportunities, a network for youth and family safe resources and programming while establishing unity that last past the celebration event date. Our community is what provides safety and invites law enforcement at the same time to participate in community outreach, but why must they get the funds to do the outreach when there's already funding for those resources directed to SPPD.
