RES 21-1179 8/22/2021 9:41 PMJohn Purdy Ward 2  Against $1,700,000 of resolution ARP spending total of $3,507,000 is for "River Centre Ramp", but the attached financial analysis appears incomplete by not referencing the type of spending account being proposed. Companion resolution RES 21-1234, also being discussed today, references $1,700,000 of ARP funds to be used for River Centre Ramp maintenance. Is the City's intent to use a total of $3,400,000 of ARP funds for River Centre Ramp improvements by approving both resolutions? These resolutions should be amended to state that hiring of unemployed and low income St Paul residents is a requirement, and containing budget funds sufficient to train and and keep these citizens on the job. I stand "For" if amended, "Against" if this spending goes to the low bidder without naming the above stipulation. In its present draft I stand "Against" until amended. Respectfully submitted and I thank the Council for this consideration. +2 -2 2
RES 21-1157 8/18/2021 7:29 PMSid S For I live in the Payne Phalen neighborhood in East Saint Paul and I live in stable housing. I want the same for everyone else in my community. Rent Stabilization is a way to make sure we have the opportunity to feel some sense of security. Excessive rent increases kick out the people who need the most support in our communities and who make Saint Paul what it is! +4 -3 3
RES 21-1157 8/18/2021 7:26 PMMeg Daly For My name is Meg and I'm a renter in the Rondo neighborhood. As a white renter, my rent has remained relatively stable over the last three years, and I know my BIPOC neighbors shoulder the burden of rising rents in our city. Rent stabilization means that we can Keep St. Paul Home for all across race, cl***, and zip code — no exceptions. +4 -3 3
RES 21-1157 8/18/2021 7:21 PMGenevieve Roudan For My name is Genevieve and I am a lifelong renter. I have moved over 11 times in the past 10 years and hope to someday find a stable place to call home, but rising rents make that feel daunting sometimes. My rent went up 4.2 percent this year, but my income has not. If rents were stabilized and increases to rent were reasonable, I would have an easier time staying in my home. I am hopeful that this initiative will help my neighbors, friends, and coworkers stay in their homes. +4 -3 3
RES 21-1157 8/18/2021 7:21 PMJamie Kavanah For A few years ago, I moved to the Twin Cities from NYC. I noticed immediately how the more manageable cost of living here created room for the vibrant arts, culture, and innovation we see all around us in St. Paul and Minneapolis. Since then, I've learned about the ways that rising rents threaten to push my community members and neighbors out of the places they call home. Rent stabilization would help my neighbors stay in the communities they've built in St. Paul, which in turn would help keep St. Paul a beautiful and connected place to live. +4 -3 3
RES 21-1157 8/18/2021 7:20 PMTram H. For When I rented in St. Paul, I never knew what my rent would be next year. For my neighbors on month to month leases, they wouldn't know what rent would be next month - the same, $40 more, $200 more, or even doubled. Now as a homeowner, I benefit from rent stabilization through my mortgage. I know exactly what I'll be spending on housing for the next 30 years. I want the same stability for all of my neighbors, no matter if they own or rent, if they're students or seniors on a fixed income. +5 -3 3
RES 21-1157 8/18/2021 7:20 PMB Rosas   I am someone who chose Saint Paul to be my new home, I am lucky enough to have been able to afford my rent over the last two years, but I know this is not the case for the folks living here or looking into moving here. This Rent Stabilization policy is going to make St. Paul a more welcoming and livable city for all. I support the Rent Stabilization policy because it will allow folks to afford their rent, allow community to grow, and allow for Saint Paul to stay as diverse as it is. +5 -3 3
RES 21-1157 8/18/2021 7:18 PMBen Werner For This will make Saint Paul better for renters! +6 -3 3
RES 21-1157 8/18/2021 7:17 PMJonah Wexler For I am a renter in Merriam Park, and after such a tumultuous time, renters deserve housing stability like everyone else. I am excited to see this go to the ballot and hopefully succeed. +5 -3 3
RES 21-1157 8/16/2021 9:02 PMMark S. For This is such an important step for housing stability and equity in Saint Paul. The policy is reasonable and balanced and I am glad that I will get a chance to vote on it this fall. +7 -3 3
RES 21-1157 8/12/2021 9:58 PMBetsy MV For My family and I are fully in support of this proposal. Renters are struggling, and they deserve the predictability of knowing what their increase will be each year. Residents also deserve affordable rent that helps them be able to support the needs of their families. It's time to flip the script on housing. +6 -3 3
