Ord 25-77 11/13/2025 3:11 AMEric Lein (yet again) Against We were led to believe that rates starting 4/1/2025 would be unchanged until 3/31/2026. /// On 1/8/2025 Whereas explanations for ORD 24-40's base level rates included these tidbits: "...the rates for Trash Collection Costs and Disposal Costs shall be set annually..." and "...Rate increases pursuant to this Section 12.3 [of the City/FCC Agreement] shall go into effect on April 1 of each year, starting on April 1, 2026..." /// As of 11/12/2025, ORD 25-77's text (and the City staff report) ignores ORD 24-40's officially-stated "whereas history" and accelerates future increases by three months - to start January 1 instead of "April 1 of each year." /// PLEASE CLARIFY what changed ... or REVERT to April 1st rate increases. +1
RES PH 25-253 11/7/2025 2:16 AMEric Lein Against It seems unreasonable to charge an annual Service Fee for units (in a multi-unit building) that do not receive solid waste "service" because they share a trash cart with another unit at the same property. Cart-sharing households will (FINALLY!) no longer be charged for so-called "collection" of non-existent trash. Yes, their small amounts of trash will be collected, but the city will not have to account for or spend time on billings or cart-changes or vacation holds or bulky items or missed collections or damaged carts, and dozens or hundreds of already-paid-for carts will have been returned to the city for somebody else to use. Please revise language FROM a per-unit fee TO a per-cart fee. +2
Ord 25-77 11/7/2025 12:55 AMEric Lein   As of 11/6/2025, the "effective" date in Ord 25-77's TITLE does not match the "beginning" date in the text of SECTION 2, Sec. 220.05(a). PLEASE CLARIFY: Do these base level cost increases begin January 1, 2026, OR April 1, 2026? +1
