Title
Authorizing the Department of Parks and Recreation to apply for an Environmental Protection Agency (EPA) brownfield cleanup grant, and if awarded, to accept the grant and enter into an agreement with the EPA for the Trillium Nature Sanctuary Central Site.
 
Body
WHEREAS, the Environmental Protection Agency (EPA) is providing grants to local units of government for Brownfield Cleanup for FY 2012; and
WHEREAS, the City of Saint Paul acquired 24.5 acres for the Trillium Nature Sanctuary in 2001; and
WHEREAS, the City has done Phase I, Phase II, and RAP environmental reports for the Trillium Nature Sanctuary site that show evidence of contaminants on site; and
WHEREAS, the City of Saint Paul was successful in obtaining a grant for the Trillium South Site in FY 2011; and
WHEREAS, the City of Saint Paul Department of Parks and Recreation is seeking approval to submit a grant application requesting $200,000 for the Trillium Central Site through this program to provide for brownfield cleanup; and
WHEREAS, cleanup of the site is a requirement in development of the park; and
WHEREAS, the City of Saint Paul Department of Parks and Recreation has secured the twenty (20) percent match requirements for the EPA Grant Program, and has identified the matching funds to be provided through the 2011 Capital Improvement Budget program.
 
NOW, THEREFORE, BE IT RESOLVED, if the City of Saint Paul is awarded the grant by the Environmental Protection Agency, the City of Saint Paul agrees to accept the grant award, and may enter into an agreement with the EPA for the above referenced project.  The City of Saint Paul will comply with all applicable laws, environmental requirements, and regulations as stated in the grant agreement; and
BE IT FURTHER RESOLVED, that the appropriate city officials are hereby authorized to execute such agreements as are necessary to implement the project on behalf of the applicant.
