Amending the budget in the Department of Parks and Recreation by adding a $20,000 Financing and Spending Plan for a CRWD contribution towards pervious pavers for construction of the Crosby-Elway Parking Lot.
 
Body
WHEREAS, the City of Saint Paul Department of Parks and Recreation is installing a 12 car parking lot at the intersection of Shepard Road and Elway on the eastern side of Crosby Farm Regional Park; and
 
WHEREAS, the project does not meet the threshold required to meet Capitol Region Watershed District (CRWD) stormwater permitting regulations; and
 
WHEREAS, the City of Saint Paul wishes to demonstrate Best Management Practices for stormwater at this ecologically sensitive area by installing pervious pavers in the parking lot; and
 
WHEREAS, the CRWD Board of Managers has agreed to partner with the City on the project and give $20,000 toward the installation of the pervious pavers; and
 
WHEREAS, it is the desire of the Department of Parks and Recreation to amend the financing and spending budget for the Crosby-Elway Parking Lot project; and
 
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $20,000 in excess of those estimated in the 2010 Capital Improvement Budget; now, therefore, be it
 
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $20,000 is available for appropriation in the 2010 Capital Improvement Budget, and said 2010 budget, as heretofore adopted by the Council, is here by further amended in the particulars as specified in the attached financial analysis.
