THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 1

Chapter 86 of the Saint Paul Administrative Code is hereby amended to read as follows:


Sec. 86.06. - Director of department of human rights and equal economic opportunity; affirmative action compliance.

(a) All contracts on behalf of the City of Saint Paul or its board of water commissioners in the amount of fifty thousand dollars ($50,000.00) or more shall be executed by the director of the department of human rights and equal economic opportunity, whose signature shall constitute an affirmation that the person or entity contracted with is in compliance with applicable affirmative action goals and policies has been issued a certificate of affirmative action compliance by the department.

(b) Receipt of a certificate of compliance issued by the department of human rights and equal economic opportunity shall be evidence that the recipient has an affirmative action plan that has been approved by the director of the department. A certificate issued hereunder shall be valid for a period of two years from the date of issuance, unless suspended or revoked as set forth in (d) below.

(c) A fee of $75.00 shall be charged for each certificate of compliance issued by the department of human rights and equal economic opportunity, and deposited into an account to be used to defray costs of issuance and enforcement of the certificates.

(d) Certificates of compliance may be suspended or revoked by the director of the department of human rights and equal economic opportunity when a certificate holder has not made a good faith effort to implement the approved affirmative action plan.
