Approving the Area 13 Residential Permit Parking Code changes.

WHEREAS, residential permit parking was previously instituted on behalf of the residents residing in the Irvine Park neighborhood in accordance with Chapter 166 of the Saint Paul Legislative Code; and

WHEREAS, the Traffic Code - Chapters 151 - 169 of the Saint Paul Legislative Code, is being amended and updated so that Chapter 166 of said code regulating residential permit parking in the Irvine Park neighborhood is being repealed, and this permit area shall hereby be regulated under the new Chapter 164, Residential Permit Parking - Guidelines and Regulations; and

WHEREAS, there are sections of the repealed Chapter 166 that are specific to the residential permit parking area in the Irvine Park neighborhood which are not covered in the new Chapter 164, but shall continue to be in force through adoption of this resolution; and now, therefore, be it

RESOLVED that residential permit parking area 13 in the Irvine Park neighborhood shall be governed by the new Chapter 164, Residential Permit Parking - Guidelines and Regulations, and by the specifics previously outlined in Sections 166.09.01(b) and 166.09.01(c)(3), including the changes made on Walnut Street on November 6, 2007 by Traffic Coordinating Units #17834 and #17835, all of which authorized that the following parking regulations shall be in effect in the Irvine Park neighborhood:

(1) Except by permit or unless otherwise posted, no parking, except holidays, Area 13, on the following streets:
Both sides of Ryan Avenue from Elm Street to Chestnut Street;
The exterior side of Irvine Park;
The west side of Walnut Street from 120 feet south of West Seventh Street to Exchange Street;
Both sides of Walnut Street from Exchange Street to the CMSTP railroad;
The east side of Elm Street from Exchange Street to Ryan Avenue;
The north side of Exchange Street from Chestnut Street to Walnut Street.
