WHEREAS, residential permit parking was previously instituted on behalf of the residents residing in the area near the University of Minnesota, Saint Paul Campus in accordance with Chapter 166 of the Saint Paul Legislative Code; and
 
WHEREAS, the Traffic Code - Chapters 151 - 169 of the Saint Paul Legislative Code, is being amended and updated so that Chapter 166 of said code regulating residential permit parking near the University of Minnesota, Saint Paul Campus is being repealed, and this permit area shall hereby be regulated under the new Chapter 164, Residential Permit Parking - Guidelines and Regulations; and
 
WHEREAS, there are sections of the repealed Chapter 166 that are specific to the residential permit parking area near the University of Minnesota, Saint Paul Campus which are not covered in the new Chapter 164, but shall continue to be in force through adoption of this resolution; and now, therefore, be it
 
RESOLVED that Residential Permit Parking Area 2 near the University of Minnesota shall be governed by the new  Chapter 164, Residential Permit Parking - Guidelines and Regulations, and by the specifics previously outlined in Sections 166.02, 166.03(c) and (f), including the elimination of permit parking on the north side of Buford from Hythe Street to Chelmsford Street on November 30, 1998 by Traffic Coordinating Unit #11603, and City Council resolutions, CF# 93-52, adopted January 19, 1993; CF# 97-171, adopted February 19, 1997; CF# 98-712, adopted August 5, 1998; and CF# 04-1008, adopted October 20, 2004, all of which authorized that the following parking regulations shall be in effect in the residential area near the University of Minnesota, Saint Paul Campus:
(1) Except by permit or unless otherwise posted, one-hour parking from 8:00 a.m. to 5:00 p.m. Monday through Friday on the following streets:
South side of Hoyt from Fulham Street to the alley east of Grantham;
Both sides of Dudley Avenue from Grantham Street to Chelmsford Street;
Both sides of Hendon Avenue from Branston Street to Chelmsford Street;
North side of Hendon Avenue from Raymond Avenue to Cleveland Avenue;
North side of Hendon Avenue from Fulham Street to Branston Street;
North side of Buford Avenue from Grantham Street to Chelmsford Street;
South side of Buford Avenue from three hundred (300) feet west of Chelmsford Street to Cleveland Avenue;
North side of Doswell Avenue from Chelmsford Street to Cleveland Avenue;
North side of Doswell Avenue from one hundred fifty (150) feet east of Como Avenue to one hundred seventy-five (175) feet west of Grantham Street;
South side of Doswell Avenue from Gove Place to Chelmsford Street;
North side of Carter Avenue from the alley east of Como Avenue to Chelmsford Street;
South side of Carter Avenue from the alley east of Como Avenue to Cleveland Avenue;
North side of Commonwealth Avenue from the alley east of Como Avenue to Cleveland Avenue;
North side of Knapp Street from the alley east of Como Avenue to Cleveland Avenue;
Both sides of Branston Street from Hoyt Avenue to Hendon Avenue;
East side of Branston Street from Hendon Avenue to the dead-end three hundred (300) feet south of Hendon Avenue;
Both sides of Grantham Street from Hoyt Avenue to Buford Avenue;
West side of Grantham Street from Buford Avenue to Luther Place;
Both sides of Grantham Street from Luther Place to Doswell Avenue;
Both sides of Chelmsford Street from Dudley Avenue to Doswell Avenue;
West side of Chelmsford Street from Carter Avenue to Knapp Street;
West side of Hythe Street from Buford Avenue to Doswell Avenue;
West side of Raymond Avenue from Hendon Avenue to Cleveland Avenue;
North side of Scudder Street from the alley east of Como Avenue to Cleveland Avenue;
West side of Cleveland Avenue from Scudder Street to Buford Avenue;
West side of Cleveland Avenue from Dudley Avenue to Hendon Avenue.
(2) Except by permit or unless otherwise posted, No parking 8:00 a.m. to 8:00 p.m. Monday through Friday, on the following streets:
North side of Dudley Avenue from Cleveland Avenue to Hythe Street;
Both sides of Dudley Avenue from Hythe Street to Chelmsford Street;
North side of Hendon Avenue from Raymond Avenue to Hythe Street;
Both sides of Hendon Avenue from Hythe Street to Chelmsford Street;
West side of Raymond Avenue from Dudley Avenue to Hendon Avenue;
Both sides of Hythe Street from Dudley Avenue to Buford Avenue.
(3) Except by permit or unless otherwise posted, No parking 8:00 a.m. to 8:00 p.m. on the following streets:
East side of Fulham Street from Hendon Avenue to Hoyt Avenue;
West side of Fulham Street from Hendon Avenue to the dead-end four hundred (400) feet south of Hendon Avenue.
(4) No vehicle stickers, only transferable permits shall be available to residents in this area. Residential structures that do not require a certificate of occupancy will receive a maximum number of three (3) transferable residential parking permits. Permits for residential structures not requiring a certificate of occupancy shall be made available to each residential structure notwithstanding whether or not the resident(s) of the residential structure owns an automobile. Residential structures requiring a certificate of occupancy will receive a specific number of residential parking permits. The number of permits for any residential structure requiring a certificate of occupancy is based upon the lawful number of units or occupants stated upon the certificate of occupancy issued to the residential structure, minus the number of legal off-street parking spaces appurtenant to the residential structure, plus three (3).
(5) Residential parking permits must be placed on the driver's side dashboard, so the entire permit is clearly visible through the windshield; and be it
 
FURTHER RESOLVED, that the effective date of this resolution shall coincide with the effective date of the new Chapter 164, Residential Permit Parking - Guidelines and Regulations CF# 11-97.
