Title
Authorizing the Department of Parks and Recreation to increase the budget in the Grants & Aid Fund to reflect the increased revenue received and spending authority needed from a donation from the Saint Paul Conservancy and grants from the MN DNR and the the Saint Paul Foundation for various environmental activities in 2011.
Body
WHEREAS, the Department of Parks and Recreation is seeking additional spending authority in 2011 to fulfill agreements entered into with cooperating agencies; and
 
WHEREAS, Parks and Recreation entered into a $125,000 grant agreement with the Minnesota Department of Natural Resources, Conservation Partners Legacy grant program in 2010 to enhance oak woodland along Mississippi River Blvd Hidden Falls, and Crosby Regional Parks; and
WHEREAS, a grant balance of $69,000 remains available through June 30, 2012, of which, Parks and Recreation anticipates spending $45,000 in 2011 and wishes to adjust the 2011 budget to reflect this revenue and spending; and
WHEREAS, Parks and Recreation also wishes to increase this budget for, and accept a $4,400 donation from the Saint Paul Conservancy to support the EcoRanger Academy, a Youth Job Corps Program; and
WHEREAS,  Parks and Recreation also wishes to increase the budget for, and accept a $9,000 grant from the Saint Paul Foundation, to be used by October 31, 2011, for care and upkeep expenses at Swede Hollow Park; and   
 
WHEREAS, the Mayor, in accordance with Section 10.07.1 of the City Charter, certifies that there are revenues available for appropriation totally $58,400 in excess of the revenue estimated in the 2011 budget; and
THEREFORE, BE IT RESOLVED, that designated Parks and Recreation staff be given permission to authorize additional spending authority of $58,400, and that the Council of the City of Saint Paul approves these amendments to the 2011 budget.
