WHEREAS, Grantmakers In the Arts is a national organization of individuals, foundations, and corporations who make grants in support of the arts; and

WHEREAS, the kinds of support, best practices, and publications offered by the Grantmakers In the Arts organization will strengthen the City of Saint Paul's Cultural STAR program; and

WHEREAS, Springboard for the Arts, with funding from new national funder, ArtPlace, has offered to pay the City's membership dues so the City can join Grantmakers In the Arts; and

WHEREAS, Grantsmakers In the Arts is hosting a national conference in San Francisco, California on October 9 - 13, 2011 entitled Americans for the Arts; and

WHEREAS, Joe Spencer, Mayor Chris Coleman's Office and Arts and Culture Director for the City of Saint Paul, has been invited to represent the City of Saint Paul; and

WHEREAS, this conference is attended by officials across the country doing similar work in order to learn and share innovative programs and best practices; and

WHEREAS, Springboard for the Arts, with funding from the new national funder, ArtPlace, has offered to pay expenses incurred by attending this conference; and

WHEREAS, this opportunity is a result of the work the City is doing in arts-based economic development work and may further create new grant opportunities for Saint Paul; and

WHEREAS, Joe Spencer's attendance at this will serve a public purpose in allowing him to meet with other people in his field to discuss policies and programs around leveraging Saint Paul's creative communities for economic vitality; now, therefore be it
