Title
Amending the financing and spending plans in the Department of Planning and Economic Development budget in the amount of $50,000 to accept a TIGER II planning grant for Complete Streets planning activities, and appointing the Minnesota Department of Transportation to be fiscal agent.
Body
WHEREAS, the City Council authorized the submittal of a federal TIGER II planning grant to the United States Department of Transportation (DOT) under Council Resolution 10-906 for the purposes of preparing a Complete Streets Policy Plan for the City of Saint Paul; and
WHEREAS, the City of Saint Paul designated the Director of Planning and Economic Development (PED) to enter into an agreement with the Federal government for the above-referenced grant, and certify compliance with all applicable laws and regulations as stated in all contract agreements; and
WHEREAS, the City of Saint Paul was awarded a TIGER II planning grant of $250,000 for the Complete Streets Policy Plan by the DOT to fund planning activities supporting a city-wide complete streets policy, including needs assessment, design guidelines, project prioritization, and implementation action plan; and
WHEREAS, the required local match of $50,000 for the TIGER II planning grant will be funded by Public Works in the particulars listed below; and
WHEREAS, the Director of PED entered into a cooperative agreement with the DOT for the above-referenced grant and designated the Minnesota Department of Transportation to be fiscal agent for the TIGER II planning grant, and
 
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $300,000 in excess of those estimated in the 2011 budget, and
NOW, THEREFORE BE IT RESOLVED, that pursuant to Minnesota Stat. Sec 161.36, the Commissioner of Transportation be appointed as Agent of the City of Saint Paul to accept as its agent, federal aid funds which may be available for eligible transportation related projects, and
 
BE IT FURTHER RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement
Budget Committee, that $50,000 is available for appropriation in the 2010 Capital Improvement Budget, and said 2010 budget, as heretofore adopted by the Councilis here by further amended, and
BE IT FINALLY RESOLVED, that the Director of Planning and Economic Development and City Attorney are hereby authorized, on behalf of the City, to execute and enter into an agreement with the Commissioner of Transportation prescribing the terms and conditions of said federal aid participation as contained in "Minnesota Department of Transportation Agency Agreement No. 98829," a copy of which said agreement was before the City Council and which is made part hereof by reference.
