WHEREAS, in the matter of the Appeal of Shuping Zhang to a Fire Certificate of Occupancy Inspection Correction Notice at 852 FOURTH STREET EAST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council adopts the following:
Item 1 (basement foundation) - Appellant can do the work on her own;
Item 4 (basement grounding jumper around water meter) - deny the appeal and grant 90 day extension;
Item 5 (egress windows) - grant a 3-inch variance on the openable width of the egress window in the upper floor north bedroom;
Item 12 (lower unit, kitchen, SE and NE bedroom) - grant the appeal;
Item 16 (upper unit, living room walls) - grant the appeal;
Item 18 (upper unit, living room and north bedroom window maintenance) - deny the appeal and grant 60 day extension;
Item 20 (heating furnace test) - deny the appeal and grant 60 day extension; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
