Acknowledging receipt of the District Heating rate change proposal and assigning a rate reveiw team.

WHEREAS, on August 18, 2011, pursuant to Section 6(e) of the District Heating franchise (City Ordinance CF 07-1108 adopted December 12, 2007, codified as Saint Paul Legislative Code Appendix F), District Energy St. Paul, Inc. filed a heating rate change notice with the City (see Attachment A); and
WHEREAS, District Energy St. Paul, Inc. proposes that the following heating rates will take effect on October 1, 2011:
Single Rate: $0.06279 per kilowatt-hour
Two-part Rate:
Demand: $5.27 per kilowatt per month
Energy: $25.59 per megawatt-hour
NOW THEREFORE BE IT RESOLVED, that the Mayor and the City Council acknowledge the receipt of this notice and direct the Office of Financial Services, in conjunction with City Council Research, to review and analyze the rate change request, and report back to the City Council on their findings within 180 days.
