Approving the amended 2011 Community Development Block Grant (CDBG) Program and the revised 2011 CDBG Project and Program Budget Detail.
Body
WHEREAS, on April 6, 2011, by Resolution 11-602, the Council of the City of Saint Paul did approve on the recommendation of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2011 Community Development Block Grant (CDBG) Program; and
WHEREAS, on April 15, 2011, Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, submitted the 2011 Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD) in such form as prescribed by the regulations of said Department; and
WHEREAS, on June 30, 2011, the City of Saint Paul was notified by HUD that the amount of the FY2011 CDBG Grant was 16% less than anticipated, leaving the program $1.4 million dollars less than the anticipated and approved budget; and
WHEREAS, additional CDBG program income has been realized in the form of loan repayments, thereby reducing the FY2011 CDBG net shortfall to $600,000; and
WHEREAS, staff have made the necessary changes to the CDBG program, including reductions to both the capital and non capital sides of the program to bring it into balance with available resources; now therefore be it
RESOLVED, that upon the recommendation of the Mayor, the Council of the City of Saint Paul does hereby approve the amended CDBG program, and authorizes Mayor Chris Coleman to submit to HUD any assurances, certifications, technical changes or additional information that may be required by said Department; and be it
FURTHER RESOLVED, that the estimated financing for the 2011 CDBG Program is provided in the following manner:

Total $ 8,400,000
