THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1
Chapter 158, No Parking Zones, of the Saint Paul Legislative Code is hereby repealed in its entirety.
Section 2
Chapter 167, Commercial Vehicles - Special Parking Permits is hereby renumbered to Chapter 158 and amended to read as follows:
Chapter 167 158.  Commercial Vehicles--Special Parking Permits
Sec. 167 158.01.  Permits required.
No commercial vehicle, other than one bearing State of Minnesota commercial vehicle license plates or Interstate Commerce Commission local cartage carrier (LCC), courier service carrier (CSC), contract carrier (CC), regular route common carrier (RRCC) or irregular route common carrier (IRCC) permit or placard, shall be parked in accordance with the provisions of section 160.04 157.09, 159.01, 160.08 or 164.11(a)(4) of this Legislative Code without special parking permit placards issued by the City of Saint Paul and displayed in accordance with this chapter.

Sec. 167 158.02.  Fee; term.
Special parking permit placards shall be issued for one (1) year beginning upon the date of purchase. Fees shall be determined by the city council pursuant to section 310.09(b) of the Legislative Code. Only one (1) placard may be issued per vehicle, although a placard may be used for any vehicle owned by the applicant.

Sec. 167 158.03.  Application.
Any person engaged in a bona fide commercial business, who has need for a special parking permit, may make application therefor to the city license inspector on such forms as required by that department.

Sec. 167 158.04.  Issuance; display of permits.
Special parking permits shall be issued by the license inspector. Permits shall be numbered and shall indicate the expiration date. The inspector shall issue a placard to be placed between the driver's side dashboard and the windshield of the vehicle.

Sec. 167 158.05.  Placards.
(a)   Disposal of placards.  When any vehicle for which a special parking permit placard has been issued is disposed of by the business which made original application for such permit, the placard must be destroyed and removed so as to preclude the use of such vehicle and placard by any other person. The permittee shall also notify the license inspector that such permit is no longer valid.  
 
(b)   Replacement vehicle placards.  New placards may be issued to the same business for a replacement vehicle under the original application upon payment of a fee as established by the city council.

Section 3
This Ordinance shall take effect and be in force thirty (30) days following its passage, approval and publication.
