THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 1

Chapter 153 of the Saint Paul Legislative Code is hereby amended to read as follows:

Sec. 153.01. Obedience to police officers.
(a) No person shall willfully fail or refuse to comply with any lawful order to direction of any peace officer invested by law with authority to direct, control or regulate traffic.

(b) Any police officer may, in case of necessity or emergency, or of congestion of traffic, make such special orders to pedestrians or to drivers of vehicles as in his or her judgment may be necessary to meet the emergency or to relieve the congestion, and it shall be the duty of every person to obey such directions or orders.

Sec. 153.02. Skating on streets. Rollerblading, rollerskating, skateboarding or ice skating.
Skating on public streets is prohibited. No person shall ride or propel rollerblades, rollerskates, skateboards or ice skates upon a public street, highway or sidewalk within the City of Saint Paul in such a manner as endangers or is likely to endanger other persons or property, or in any manner whatsoever where prohibited by signs.

Sec. 153.03. Riding on outside of vehicles.
No person shall, when riding, allow any part of the body to project beyond the limits of the vehicle, except when signaling with the arm, nor shall any person hang onto any vehicle.

Sec. 153.04. Repairs on highways prohibited.
No person shall make any repairs to any vehicle on the highways of this city, except in an emergency.
