Approving a budget amendment allocating an additional $7800 from Transit for Livable Communities to support the Sibley Bike Depot Community Partners Bike Library.
 
Body
WHEREAS, the federal SAFETEA-LU Transportation Act enacted in 2005, established the Non-Motorized Transportation Pilot Program ('NTPP"); and
WHEREAS, the NTPP is designed to test how infrastructure improvements, combined with planning, public education, and promotion, can increase the number of people bicycling and walking and reduce driving; and
WHEREAS, Minnesota Bicycle and Pedestrian Alliance, a 501(c)(3) non-profit organization that provides bicycles for those who travel in and around St. Paul, has applied for funding from the NTPP; and
WHEREAS, Transit for Livable Communities, a nonprofit organization working to reform Minnesota's transportation system and promoting a balanced transportation system that encourages transit, walking, bicycling, and thoughtful development, is administering the NTPP and has awarded Minnesota Bicycle and Pedestrian Alliance a grant of $7,800 to further fund the Sibley Bike Depot Community Partners Bike Library that will build on the success of the existing program that began in 2010; and
 
WHEREAS, the Minnesota Department of Transportation must act as the City of Saint Paul's agent in accepting the federal aid that has been awarded for this project from NTPP; and
 
WHEREAS, the City of Saint Paul as a taxing authority is eligible to act as a fiscal agent pass-through for Minnesota Bicycle and Pedestrian Alliance to accept the federal grant that has been awarded; and
 
WHEREAS, the Sibley Bike Depot Community Partners Bike Library project will provide patrons with a fully-equipped refurbished bicycle for up to six months, classes in safe cycling and bike maintenance, and support in purchasing and maintaining a bicycle for long-term use; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify $7,800 in funds are available for appropriation in excess of those estimated in the 2011 budget and recommends the following changes to the 2011 budget:

NOW, THEREFORE, BE IT RESOLVED, that upon the recommendation of the Mayor, the City Council of the City of Saint Paul approves the above changes to the 2011 budget.
