WHEREAS, the Saint Paul City Council in Council File 11-1184 accepted the Report of Completion for Property Clean Up on Private Properties during the time period of May 02 to May 31, 2011; and
WHEREAS, the City Council's Legislative Hearing Officer has reviewed the assessment roll, considered appeals of affected property owners and developed recommendations for City Council with respect to those assessments; and
WHEREAS, the following assessments were appealed:
RLH TA 11-205 - 1980 Ashland Avenue - Approve the assessment;
RLH TA 11-191 - 687 Blair Avenue - Delete the assessment;
RLH TA 11-229 - 703 Case Avenue - Approve the assessment;
RLH TA 11-275 - 908-910 Charlotte - Forthcoming;
RLH TA 11-195 - 1336 Dayton Avenue - Approve the assessment;
RLH TA 11-193 - 2106 Dayton Avenue - Approve the assessment;
RLH TA 11-192 - 1092 Edgerton Street - Forthcoming;
RLH TA 11-218 - 1848 and 1850 Hyacinth Avenue East - Delete the assessment;
RLH TA 11-237 - 253 Ivy Avenue West - Delete the assessment;
RLH TA 11-216 - 666 Jessamine Avenue East - Approve the assessment;

RLH TA 11-189 - 1330 Seventh Street East - Approve the assessment;
RLH TA 11-215 - 1891 Seventh Street East - Reduce the assessment from $448.00 to $348.00;
RLH TA 11-249 - 663 Third Street East - Forthcoming;
RLH TA 11-235 - 875 Third Street - Approve the assessment;
RLH TA 11-232 - 2090 Wellesley Avenue - Approve the assessment;
RLH TA 11-196 - 974 Woodbridge Street - Approve the assessment;
RLH TA 11-233 - 1209 Woodbridge Street - Approve the assessment;
WHEREAS, the City Council held a public hearing on August 17, 2011 to consider ratification of the assessment roll; and
WHEREAS, the assessment of benefits, cost and expenses for and in connection with said services, having been submitted to the Council, and the Council having considered same and found the said assessment satisfactory, now, therefore be it
RESOLVED, that the said assessment be and the same is hereby in all respects ratified; pursuant to Saint Paul City Charter Chapter 14 and Saint Paul Administrative Code Chapter 60: Property Service Cost Assessments with the following amendments:
RLH TA 11-191 - 687 Blair Avenue - Delete the assessment;
RLH TA 11-275 - 908-910 Charlotte - Refer back to Legislative Hearing on September 6 and Council public hearing on September 21;
RLH TA 11-192 - 1092 Edgerton Street - Delete the assessment;
RLH TA 11-218 - 1848 and 1850 Hyacinth Avenue East - Delete the assessment;
RLH TA 11-237 - 253 Ivy Avenue West - Delete the assessment;
RLH TA 11-236 - 925 Magnolia Avenue East - Delete the assessment;
RLH TA 11-215 - 1891 Seventh Street East - Reduce the assessment from $448.00 to $348.00; and
RLH TA 11-249 - 663 Third Street East - Delete the assessment.
RESOLVED, that the said assessment is hereby determined to be payable in one equal installment, unless specified above in the legislative Hearing Officer's recommended amendments.
