Authorizing receipt of grant funds from the US Department of Energy for the Solar America Cities.
Body
WHEREAS, the City of Saint Paul (the "City") is committed to opportunities to make Saint Paul one of the most sustainable cities in the United States; and
WHEREAS, the City of Saint Paul has received a two year grant in 2008 in the amount of $200,000 from the Department of Energy (DOE) to administer the Solar America Cities Grant; and
WHEREAS, the City of Saint Paul is working with the City of Minneapolis to advance solar in Minnesota by reducing barriers in permitting and financing; providing training for city staff and installers; and installing solar systems in visible locations in the Cities; and
WHEREAS, the City of Saint Paul is eligible to receive additional $19,488.00 funding from the DOE to develop processes to streamline permitting of residential solar thermal, free standing photovoltaic and commercial solar installations; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $19,488.00 in excess of those estimated in the 2011 budget, and
WHEREAS, the Mayor recommends changes be made to the 2011 budget as indicated on the attached financial analysis;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul accepts the funds, amends the 2011 Adopted Budget as indicated in the attachment, and does hereby authorize the proper City officials to execute contract and grant agreements with the US Department of Energy.
