WHEREAS,  pursuant to Council File #90-552, resident permit parking was previously instituted on behalf of the residents in the Kellogg Boulevard and Mulberry Street area in accordance with Chapter 168 of the Saint Paul Legislative Code; and
 
WHEREAS, the Council of the City of Saint Paul previously found that the aforementioned residential area did not have sufficient off-street parking to accommodate the residential parking needs of the residents as well as the parking needs of non-residential facilities in the area which lack sufficient off-street parking; and
WHEREAS, affected residents have subsequently submitted petitions requesting that certain permit parking restrictions be modified on these blocks; and
WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended adoption of the changes requested in the petition; now, therefore, be it
RESOLVED, that the following parking regulations shall be revised in the residential area near the intersection of Kellogg Boulevard and Mulberry Street as follows:
1.      Add "No Parking, Except by Permit, Area 6" on the south side of College Avenue from Old Kellogg Boulevard east for 235 feet and the south side of Mulberry Street from Old Kellogg Boulevard to Kellogg Boulevard.
2.      Change "No Parking" to "No Parking, Except by Permit, Area 6" on the south side of Summit Avenue from Old Kellogg Boulevard to Kellogg Boulevard in front of 168-179 Summit Avenue.  
 
3.      Change "No Parking, Except by Permit, Area 6" to "No Parking" on the north side of Mulberry Street from Old Kellogg Boulevard to Kellogg Boulevard; and be it finally
RESOLVED, that the revised parking regulations shall be in effect and be enforced 30 days after City Council approval.
