Title
Waiving the requirement that STAR funds dedicated to the North End Teen Center be spent entirely on capital improvements, to allow use of available funds for the purchase of items such as furniture, fixtures, electronics and other equipment necessary for programming.
Body
WHEREAS, the North End Teen Center STAR project was reviewed by the Neighborhood STAR Board on August 12, 2009; and
WHEREAS, the Saint Paul City Council authorized and directed appropriate City officials to execute documents and implement the original Resolution (#3078617); and
WHEREAS, the Saint Paul City Council authorized and directed the Department of Planning and Economic Development to proceed with all other action necessary to implement the Resolution (#3078617); and
WHEREAS, an approved $350,000 budget through the Year-Round STAR Loan Program was established for the project; and
WHEREAS, the Department of Parks and Recreation included a request to spend a portion of the STAR funds on furniture, fixtures and equipment to complete the project in its original scope of work and Memorandum of Understanding with the Department of Planning and Economic Development; and
WHEREAS,  the Department of Planning and Economic Development has advised that a waiver is required to use STAR funds for furniture, fixtures and equipment; now, therefore, be it
RESOLVED, that the City Council waives the requirement that the STAR funds dedicated to the North End Teen Center project be spent entirely on capital improvements and that as project funding allows, purchases such as furniture, fixtures, electronics and other equipment necessary for programming be permitted.
