Purpose of Appeal
Past tenant skipped out on lease & I was unaware until mid April that tenant vacated property.  Cannot afford.  Only vacant for 4 months, is re-rented for July 1st 2011.

Legislative Hearing Officer Recommendation
Deny the appeal on the roof and windows and grant an extension for 6 weeks to come into compliance.  Ms.  Moermond recommends that the building be a Category 1 and waive the vacant building fees for 45 days.  
 
Body
WHEREAS, in the matter of the appeal of Greg Carr and Jennifer Mendel-Carr to a Vacant Building Registration Fee at 77 CONGRESS STREET EAST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal allowing the building to remain a category 1 and waive the vacant building fee, on the condition that roof and windows are repaired within 45; and if they are not, the vacant building will be due and the property will revert to its Category 2 Registered Vacant Building status; Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
