WHEREAS, the Saint Paul City Council in Council File 11- accepted the Report of Completion for Excessive Inspection Services for Property Code Violations billed during the time period of January 20 to March 11, 2011; and

WHEREAS, the City Council's Legislative Hearing Officer has reviewed the assessment roll, considered appeals of affected property owners and developed recommendations for City Council with respect to those assessments; and

WHEREAS, the following assessments were appealed and the Legislative Hearing Officer makes the following recommendations to the City Council:

RLH TA 11-131 - 865 Burr Street - Delete the assessment;
RLH TA 11-127 - 1444 Como Boulevard East - Refer back to August 16 Legislative Hearing and September 7 City Council public hearing;
RLH TA 11-118 - 1136 Fifth Street East - Approve the assessment;
RLH TA 11-121 - 757 Flandrau Street - Approve the assessment;
RLH TA 11-101 - 842 Clear Avenue - Approve the assessment;
RLH TA 11-120 - 770 Forster Street - Delete the assessment;
RLH TA 11-102 - 1060 Kilburn Street - Approve the assessment;
RLH TA 11-98 - 763 Minnehaha Avenue - Delete the assessment;
RLH TA 11-87 - 194 Stevens Street West - Approve the assessment;
RLH TA 11-107 - 419 Thomas Avenue - Delete the assessment; and

WHEREAS, the City Council held a public hearing on July 6, 2011 to consider ratification of assessment roll; and

WHEREAS, the assessment of benefits, cost and expenses for and in connection with said services, having been submitted to the Council, and the Council having considered same and found the said assessments satisfactory; Now, Therefore, Be It
