Amending the financing and spending plans for the Phalen Village Left Turn Lanes Project.
Body
WHEREAS, the Department of Public Works would like to proceed with the Phalen Village Turn Lanes project known as SU-0202362, and
 
WHEREAS, the project includes right-of-way acquisition, roadway widening, and reconstruction of Maryland Avenue from 600'west of Clarence Street to 600' east of  Phalen Boulevard in order to add left turn lanes on Maryland Avenue at the Clarence and Prosperity/Phalen Boulevard intersections, and
 
WHEREAS, Maryland Avenue is designated as a Ramsey County State Aid Highway (CASH 31) along the limits of the project, and
 
WHEREAS, the project is being designed jointly by Ramsey County and the City of Saint Paul under a cost share agreement, with the City share being eligible for Municipal State Aid (MSA) financing, and
 
WHEREAS, there is insufficient budget in the project for City's share due to higher construction and right-of-way acquisition costs than originally estimated during Capital Improvement Budget Process, and
 
WHEREAS, Public Works has identified available MSA budget from capital projects that can be transferred to the Phalen Village Left Turn Lanes Project, so
 
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $700,000 is available from the Capital improvement Budgets as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets, in the particulars as specified in the attached financial analysis form.
