Title
Amending the 2011 budget by reauthorizing 2009 Façade Improvement Program funding allocation of $920,539, and increasing funding awards by $75,000 from $902,489 to a total authorized amount of $977,489.
Body
Whereas, on April 2, 2008 the Saint Paul City Council approved Council File 08-321, which initiated a 2008 PILOT Downtown Façade Improvement Program that provided $2,040,000 for façade improvements to historic buildings in downtown Saint Paul, financed by special assessments against approved properties; and
 
Whereas, the 2008 PILOT Program awarded a total of $1,470,432 to five buildings of which three buildings, the Tilsner, Northwestern, and Allen Buildings proceeded with the Program using a total of $1,119,461 in funding to successfully and significantly preserve and restore their historic building facades; and
 
Whereas, there was a remaining balance of $920,539 from the original Program allocation that was authorized to be used, in Council File 09-360, for a 2009 Façade Improvement Program; and
Whereas, there are applications from three downtown historic building owners for funding under the 2009 Program, and the funding requests total $75,000 more than the amount previously authorized to be used; and
Whereas, the Mayor, pursuant to Section 10.07.01 of the City Charter, does certify that there are available for appropriation $75,000 of funds in excess of those previously authorized in the 2009 Budget; and
Whereas, the Mayor recommends that the changes specified in Attachment A be made to the 2011 Budget;
 
Now, Therefore, Be It Resolved by the City Council of the City of Saint Paul, Minnesota, that;
1)      The City Council hereby accepts the Mayor's recommendation, reauthorizes the 2009 Budget for the Downtown Façade Improvement Program, and amends the 2011 Budget by making available an additional $75,000 for funding awards (for a total of $977,489).
2)      Budget Amendment in the form of Attachment A is hereby approved.
