Approving petitions from building owners to the 2009 - 2010 Downtown PILOT Façade Improvement Program to proceed with assessments for improvements to downtown historic building façades, and amending the Façade Improvement Program schedule.

Whereas, the City of Saint Paul, in Council Resolution 08-321, initiated a $2 million 2008 Downtown PILOT Façade Improvement Program that provided a method for funding façade improvements to historic structures in downtown Saint Paul, using a special assessment for the costs of doing the façade improvements; and

Whereas, the City of Saint Paul, in Council Resolution 09-504, established revised guidelines for the Downtown PILOT Façade Improvement Program relating to the Program schedule; and

Whereas, eligible written petitions were not received within the adopted Program schedule; and

Whereas, written petitions for funding from building owners are required, and award decisions are determined by, and solely within the discretion of, the City Council; and

Whereas, written petitions for the buildings in downtown Saint Paul listed below have been submitted, and evaluated and ranked by the City of Saint Paul Heritage Preservation Commission as a recommendation to the City Council; and

Whereas, the Heritage Preservation Commission recommended partial funding for the Great Northern Building based on the existing approved budget for the 2009 - 2010 Program; and

Whereas, the City Council, in Council Resolution 11-631 amended the Program budget, increasing the amount of available funding by $75,000; and

Whereas, it is desirable to increase the funding recommendation for the Great Northern Building in order to allow for full implementation of the proposed scope of work, to the extent it complies with applicable Secretary of the Interior Standards for Rehabilitation; and
