Authorizing the Department of Parks and Recreation to apply for and enter into an agreement with the Minnesota Department of Natural Resources Community Forest Bonding Grant program to plant 293 native trees.
 
Body
WHEREAS, the Minnesota Department of Natural Resources has released a Request for Proposals (RFP) for the 2010-2012 Minnesota Community Forest Bonding Grant program; and
 
WHEREAS, it is the intention of Parks and Recreation to submit a proposal for $38,625 to plant 293 native trees to improve canopy diversification in City Council Ward 4; and
 
WHEREAS, project work will occur at College Park, Langford Park, Hampden Park, Como Regional Park, and South Saint Anthony Recreation Center; and
 
WHEREAS, the grant agreement requires that the grantee sign a General Obligation of Bond Financed Property, meaning that the property cannot be sold, mortgaged, encumbered, or otherwise disposed of without the approval of the Commissioner of Minnesota Management and Budget; and
 
WHEREAS, the property on which trees are planted will be subject to the provisions of the grant agreement between the City and the State; and
 
WHEREAS, the property shall continue to be deemed state bond financed property for 37.5 years; now, therefore, be it
 
RESOLVED, that the appropriate city officials are hereby authorized to seek Minnesota Community Forest Bonding Grant funds and, if successful, enter into an agreement with the State to accept the funds on behalf of the City in 2011.
