Authorizing submission of the FY2011 Consolidated Plan (CDBG,ESG,HOME).

Body
WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2011 Community Development Block Grant (CDBG) Program as part of the 2011 Capital Improvement Budget and the 2011 Special Funds Budget; and

WHEREAS, the appropriate public hearings on the 2011 Consolidated Plan have been held in accordance with the requirements of the U.S. Department of Housing and Urban Development; now, therefore, be it

RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2011 Consolidated Plan to the U.S. Department of Housing and Urban Development in such form as prescribed by the regulations of said Department; and be it

FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants Management staff, are further authorized to submit to the U.S. Department of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's 2011 Submission for Federal Assistance; and be it

FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2011 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development, the Council does hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S. Department of Housing and Urban Development and the City of Saint Paul for the 2011 Programs; and be it

FURTHER RESOLVED, that the estimated financing for the 2011 HUD Programs is provided in the following manner:

2011 Estimated HUD Resources:

2011 CDBG Entitlement $ 8,500,000
2011 ESG Funding 350,000
2011 HOME Funding 2,400,000
CDBG Program Income 500,000

Total $ 11,750,000
