Approving the use of Neighborhood STAR Year-Round Program Funds to Capitol Guitars in Ward 2.

WHEREAS, on February 9, 2011 the Neighborhood STAR Board reviewed a proposal for
STAR grant funding through the Neighborhood STAR Year-Round Program to install a new Capitol Guitars sign on the historic Walsh building in Ward 2; and
WHEREAS, this proposal provides for much needed capital improvements that will make a considerable difference in the ward; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing a grant of $3,500 through the Neighborhood STAR Year-Round Program to Capitol Guitars, LLC; and
WHEREAS, this proposal is of substantial community significance, a waiver of the STAR Guideline regarding the required minimum STAR proposal to be $5,000 is recommended; and
WHEREAS, a waiver to the STAR Guideline requiring Capitol Guitars, a for-profit entity, to receive a minimum of half of their STAR award in the form of a loan is recommended; and
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this resolution.
