Authorizing the acceptance of three customized vehicle wrap purchases from Xcel Energy not to exceed $7,500.

Body
WHEREAS, the City of Saint Paul (the City) is committed to opportunities to make Saint Paul one of the most sustainable cities in the United States; and

WHEREAS, Congress passed and President Barack Obama signed the American Recovery and Reinvestment Act (ARRA) of 2009 which made $1.8 billion available to city and county governments in the form of direct formula energy efficiency and conservation grants, under the Energy Efficiency and Conservation Block Grant (EECBG) Program; and

WHEREAS, the City of Saint Paul received $2,767,000 of one time funding from the U.S. Department of Energys (DOE) EECBG Program; and

WHEREAS, on November 4, 2009, the City Council of Saint Paul passed a Resolution , C.F. # 09-1162 accepting EECBG funds for the following initiatives: 1) Saint Paul Energy Smart Homes Program; 2) Saint Paul Port Authoritys Trillion BTU Program; 3) Energy Efficiency Lighting and Energy Improvements for Local Government Facilities; 4) Electric Vehicle Charging Stations; 5) Public Education and Climate Change Challenge Grants; 6) Program Administration and authorizing budget spending plan; and

WHEREAS, the Electric Vehicle Charging Station initiative received $286,000 of the EECBG funds for the purchase and installation of electric vehicle charging stations in Saint Paul, and was recently approved under an amended agreement with the DOE to allow up to $60,000 of that funding to be used as gap financing to acquire electric vehicles for municipal fleet use; and

WHEREAS, on June 2, 2010, the City Council of Saint Paul passed a Resolution, C.F.# 10-564 accepting $60,000 from Xcel Energy towards the purchase of three electric vehicles designed for cargo transport; and

WHEREAS, Xcel Energy funded $2,294.54 for a customized vehicle wrap for the first of three electric vehicles and fund two additional vehicle wraps; now, therefore, be it
