The Council of the City of Saint Paul Does Ordain:
 
Section 1.
 
Pursuant to Minnesota Statutes § 410.12 subd. 7 (2010), on January 24, 2011, the Saint Paul Charter Commission recommended to the City of Saint Paul that certain charter amendments, as more fully stated below, be made by ordinance. Public notice has been given and a public hearing has been held according to law. The Council of the City of Saint Paul, by unanimous vote, hereby amends Charter Section § 7.04 as follows:
 
Section 2.
 
Section 7.04 - Name on ballot.
 
In years when wards are redistricted, candidates for councilmember may file affidavits of candidacy beginning the first Tuesday of July and ending the third Tuesday of July.   In all other years, candidates for mayor and council member may file affidavits of candidacy at the same time provided for candidates for the board of education candidates in Independent School District 625.
 
The filing fee for the office of mayor is $500. The filing fee for the office of council member is $250. Candidates for city offices may file a petition in lieu of the filing fee containing the signatures of registered voters in the district from which the candidate seeks election. The number of signatures required is 500 in the case of councilmember and 1000 in the case of mayor. Not later than six (6) weeks nor more than eight (8) weeks before the primary election, any person eligible may, by filing an affidavit and payment of fifty dollars ($50.00) to the city clerk, have his or her name placed on the primary election ballot. Each person desiring to have his or her name placed on the primary ballot for councilmember shall state in the affidavit of candidacy the district for which he or she is a candidate.
 
Section 3.
 
This ordinance shall take effect ninety (90) days after passage, approval and publication.
